The Inspector General of Police Intelligence Response Team (IRT) have arrested an ex-soldier who is “Chief Of Army Staff” identified as Livinus Owalum-Barnabas.

He allegedly recruited and trained the Indeginous Peoples of Biafra (IPOB) and Eastern Security Network (ESN) terrorists.
