EXECUTIVE Director of World Institute for Peace, Lamina Kamiludeen Omotoyosi has written open letter to the Executive Governor of Osun State, Senator Ademola Adeleke on alleged irregularities in salary payment and fraudulent activities in the State.
Lamina, in his Press Release on his official Facebook Page monitored by SOJ WORLDWIDE said there was allegation of over payment of salaries to some Local Government and primary schools staff in the State.
His worries stemmed from the fact that the affected staff were directed to refund the excess payments to the Local Government account instead of CHAMS/SIFMI payment system which was the originating source of their salary.
In a letter he copied the Secretary to Osun State Government, Hon. Teslim Igbalaye and Spokesman to the Governor, Mallam Olawale Rasheed, he urged office of the governor to conduct a thorough and comprehensive investigations into the matter urgently because the staff involved have been denied their salaries for February and March 2025 as a result of the issue.
“Dear Sir,
OPEN LETTER : REQUESTING INVESTIGATION INTO SALARY PAYMENT IRREGULARITIES AND ALLEGATIONS OF FRAUDULENT ACTIVITIES.
1. I write to draw your attention to a significant issue that has recently emerged concerning the salary payments to civil servants in Osun State, particularly those employed by the Local Government Councils and Primary Schools.
2. Reports indicate that numerous civil servants received their salaries via the CHAMS/SIFMI payment system, only to discover that additional payments were credited to some individuals a few days later. Following this, these civil servants were instructed to return the second salary to an account belonging to the Ministry of Local Government and Chieftaincy Affairs. This situation raises serious questions about the transparency and integrity of the salary payment process. However, SIFMI/CHAMS is the official agency (consultancy firm) that pays salaries in Osun state.
3. Firstly, it is concerning that the refunds were directed to the Ministry of Local Government and Chieftaincy Affairs instead of being returned to SIFMI/CHAMS, the entity responsible for salary disbursement. This deviation from standard procedure warrants a thorough investigation.
Meanwhile, the information has it that it was the office of the Auditor General of Osun state that instructed the refund to the local government ministry through the Salary Desk Officers across the local government councils.
4. Furthermore, I have been informed that those affected have not received their salaries for February and March and this is April, too. Many civil servants affected have expressed their frustrations at the State Auditor General’s office, seeking resolution but encountering no positive outcomes. This ongoing predicament is causing significant hardship for these individuals and their families. The salary they received last was that of January, 2025.
5. I strongly urge your office to conduct a comprehensive investigation into this matter. It is essential to ascertain whether this situation stems from administrative oversight or if there are more serious implications, such as potential fraud.
The idea that a government with substantial financial expertise could inadvertently issue duplicate salary payments is alarming. Additionally, the lack of clarity surrounding the refund process raises concerns about possible misconduct.
6. Moreover, the actions of senior officials involved in this matter suggest a troubling pattern. There are allegations that fictitious names may have been added to the payroll, resulting in the misappropriation of funds. If these claims are substantiated, it is imperative that those responsible are held accountable.
7. In light of these serious concerns, I respectfully request that your office undertake a thorough investigation into the salary payment irregularities and the conduct of the officials involved. Restoring trust in the system is crucial to ensure that civil servants can support their families without the burden of financial uncertainty.
8. While I thank you for your attention to this pressing issue. I look forward to your prompt action and a resolution that will provide relief to the affected civil servants of Osun State.”
